In order to set off fireworks in the Netherlands, you need a fireworks permit from the Province or Environmental Service (you do not need a fireworks permit for special effects). The fireworks permit can only be applied for by a specialised fireworks company. In Belgium, a fireworks permit must be applied for from the local council.
